annotated answer sheet (strict=false) --> missing "0" and "+" (Feature #387)

Description

If strict=false in \AMCnumericChoices, I would prefer if AMC would not tick / mark missing zeros and missing plus signs in the annotated answer sheet. I always have to explain to students that AMC marks missing "0" and "+", but does not count these as mistakes.
