Annotation for unrecognized answer sheet (Feature #18)
Description
If a student erroneously stains some sheet number boxes (at the page top), automatic data capture fails and manual one must be performed. In this case, since the student's answer sheet image does not exist, annotated sheet for the student is not produced.
In order to recover from such situation, it might be very useful if teacher could assign a sheet number to the unrecognized sheet by force. Also, annotation should use an image generated from the result of manual data capture if there is no scan image for the page.
