Is there a way to take advantage of the large margin at the top of the paper in writing the name of the school logo and a picture?

Yes there is, Use the LaTeX picture environment.
As long as you stay clear of the four black circles you can put anything on a page.

We use a coverpage which is attached as example.

cover.pdf - coverpage output in pdf. (104.3 kB)

See the attached file for the coverpage source.
I use macros to set certain options.

The xbox and the blackbox are simply include \includegraphics, derived form scanning a form and copy the figures with the Gimp.
These pictures are also attached.

badmark.png - bad mark (cross instead of black) (3.5 kB)

goodmark.png - black with pencil or felt tip (4.2 kB)
